Heat oven to 425 ̊F. Sift flour, baking powder and salt together. Stir in oats. Add shortening, egg, and milk. Stir only until dry ingredients are moistened. Fill greased muffin cups 2/3 full. To make cinnamon topping, combine brown sugar, flour, cinnamon, and melted butter. Sprinkle over muffins before baking. Bake about 15 minutes.&amp;lt;br&amp;gt;&lt;br /&gt;
