- Developed by John Carver, policy governance is a governance model in which the board governs through two types of policy: ends and executive limitations. Examples can be found in CAJ's board manual.
- Policy governance mandates what must be accomplished (ends) and gives the leadership the freedom to determine how to achieve the ends, provided they do not violate the executive limitations.
