DIVISION B POLICIES

Section 2 Executive Limitations

2.3 Students and Families


The head of school shall not fail to ensure that enrolling students meet the school's admissions regulations; shall not fail to ensure they are educated according to the school's stated philosophy; and shall not cause or allow conditions, procedures, or decisions which are unbiblical, unsafe, undignified, unnecessarily intrusive, or which fail to provide appropriate confidentiality.

Accordingly, the head of school shall not:

2.3.1 Enroll families who do not meet the school’s admission requirements, outlined below.

2.3.1.1 Admission priorities
2.3.1.1.1 Missionary homes
2.3.1.1.1.1 Definition: Member of a Christian mission in agreement with CAJ's statement of faith; or an independent missionary from overseas working full-time in Christian ministry in Japan, holding a religious activities visa, and in agreement with CAJ's statement of faith
2.3.1.1.1.2 Priorities
2.3.1.1.1.2.1 Sponsoring mission homes
2.3.1.1.1.2.2 Non-sponsoring mission homes
2.3.1.1.2 Non-missionary Christian homes, where at least one primary caregiver is a Christian who agrees with the CAJ statement of faith and regularly attends church with the child.
2.3.1.1.3 Non-Christian homes, up to 20% per grade level, where the parent(s) or guardian(s) agree to cooperate with the school’s Christian objectives, provided the applicant is not from the home of a proselytizing religious group*. (SY 12-13:77)
2.3.1.1.4 Siblings of current or former students are given preference within each priority level. (SY 12-13:51)
2.3.1.2 English Proficiency
2.3.1.2.1 Students’ English abilities at a level appropriate for their grade level in relation to available resources. (SY 13-14:93)
2.3.1.2.2 Parents who understand that CAJ is an English-speaking school and that they are expected to participate in their child’s education by being informed and are responsible for all CAJ expectations and communications. (SY 05-06: 66)
2.3.1.3 Special needs: children with Individualized Education Plans (IEPs) who show potential for success in the regular classroom with limited and available resources.
2.3.1.4 Residence: children who reside with a parent or legal guardian in Japan or in a school-recognized alternative residence. (SY09-10: 75)

2.3.2 Fail to operate in partnership with Christian Academy in Japan parents/guardians by:

2.3.2.1 Showing respect to students/families and potential students/families.
2.3.2.2 Consistently and strategically communicating with students/families.
2.3.2.3 Informing parents that parents assume the primary responsibility for their children’s education, with CAJ assisting them in providing Christian education. (SY 05-06: 65, 89)

2.3.3 Use methods of collecting, reviewing, transmitting, or storing student/family information that fails to protect against improper access to the material elicited.

2.3.4 Operate without clear policies as defined in the parent/student handbooks and on matters of general interest to students and parents, in order to protect them from wrongful conditions and establish with them a clear understanding of what may be expected and what may not be expected from the service offered.

2.3.4.1 Parents/guardians shall be informed that in situations away from school, they are responsible for their children’s behavior, but continued public disregard for the school’s standards will result in administrative intervention and possible expulsion. (SY 05-06: 253)

2.3.5 Operate without appropriate policies on child protection, harassment, and health conditions/medical records that are communicated to students and families.

2.3.6 Maintain facilities that fail to provide a reasonable level of privacy, both visual and auditory.

2.3.7 Permit the use of corporal punishment.

2.3.8 Fail to provide a biblical grievance process and inform students/families of this policy.

2.3.9 Fail to consult with the board chair before making the decision to expel a student or suspend a student for more than thirty days, nor fail to inform the board when these decisions are made. (SY 22-23:11)

2.3.10 Fail to have exiting families give a written reason for leaving, put a copy in the student cumulative folder, and summarize the reasons for the board so that the board can discern possible trends. (SY 06-07:146)

*CAJ understands a “proselytizing religious group“ to be a non-Christian group that actively seeks to promulgate their doctrine and organization more or less aggressively as part of their faith commitment. Examples of this would be Jehovah’s Witnesses, Church of Jesus Christ of the Latter Day Saints (Mormons), other “pseudo-Christian groups” (Unification Church, etc.), some sects of Islam, Hinduism, and Buddhism, and the so-called “new religions” (Mahikari, Byakkoushinkoukai, Koufuku no Kagaku, Risshoukouseikai, etc.).
